1 Upstream oil & gas

1.1 North Sea: gas discovery

Gas has been proven in the Corvus prospect by an exploration well drilled 7km NW of the Oseberg C platform in the North Sea. The find was made in production licence 306, where StatoilHydro is operator. The discovery well found gas in a 550m sandstone-dominated interval dating from the Triassic, which contains several internal pressure barriers. An appraisal well is needed to identify how much of the reservoir is producible, and the size of the gas resources concealed in the Oseberg cellar. Plans call for the discovery to be tied back to the fixed installations in the Oseberg area if further evaluation shows that the reservoir is commercial. 1.2 Iran and Iraq oil pipeline

Iraqi oil officials met with their counterparts in Tehran to discuss plans for an oil pipeline from the Iraqi city of Basra to across the border to Abadan. The discussions centred around bilateral energy relations with Iranian Deputy Oil Minister Noureddin Shahnazizadeh. Beyond the pipeline agreement, Iranian Deputy Oil Minister Noureddin Shahnazizadeh said Iran has plans to import around 200,000 barrels of oil per day from Iraq for refineries in the southern Iranian province of Khuzestan. The announcement comes as Iraqi and Syrian officials agreed to examine plans to repair the 500mi Kirkuk-Banias oil pipeline, which was damaged by US airstrikes in 2003. Additionally, Iran is examining plans to develop a natural gas pipeline across Turkish, Iraqi and Syrian territory to supply European markets.
 

1.3 Canada: subsea pile installation contract

BJ Services Co. has been awarded a contract to provide subsea pile installation services by Technip Canada Ltd. The hydraulic hammer pile-driving services are to be carried out offshore eastern Canada for Technip Canada on a large Engineering-Procurement-Construction-Installation (EPCI) contract. BJ Services will drive a number of 24in and 36in subsea pin piles, with plans to commence operations in Q2 2009. The pin piles will be driven into the seafloor using its S-200 subsea hydraulic hammers while working from Technip's Deep Pioneer and Wellservicer vessels. The operation will be supported by BJ Services personnel from operations bases in St. John's and Lafayette, Louisiana.

1.4 UAE: oil projects

The Abu Dhabi Co. (ADCO) for Onshore Oil Operations plans to award three more oil projects by the end of the year. ADCO has finalized plans to award three new oil projects at the Bab 1.8, Beda Al Qamzan and Kuzwaira oil fields. Once these fields are producing, they will together add 400,000 barrels of crude per day to ADCO's daily output, enabling the company to pump at a sustained level of 1.8 million barrels per day by 2016. ADCO has also signed an agreement for a gas compression project with South Korea-based SKE&C. The deal, worth USD 818 million, calls for the installation of three gas compression stations at an area known as Tamama C within the Bab gas field complex. This project was initially estimated to cost USD 1.5 billion before the onset of the financial crisis. ADCO said that Tamama C currently holds 1.5 trillion cu/ft of recoverable gas. The Bab gas compression project would increase the amount of recoverable gas there by 2.5 trillion cu/ft and extend the life of the Tamama C gas reservoir to 2030.

1.5 Russia and Bulgaria: South Stream pipeline

After two days of intense high-level diplomacy Russia and Bulgaria bridged their differences over the planned South Stream pipeline. In addition, Moscow will also consider lending Sofia several billion euros to fund construction of a USD 5.2 billion nuclear power plant in Bulgaria by a Russian company. Under a contract running to 2030, Bulgaria now handles 17 billion cum of gas from Russia every year, transporting most of it on to Greece, Turkey and Macedonia and keeping 3.5bcm for domestic needs. South Stream, to be laid on the bottom of the Black Sea and to surface in Bulgaria, is planned to have an annual capacity of 31bcm. Gazprom and partner Eni of Italy want to complete constructing the undersea stretch in 2013.
 

1.6 Bahrain: Bahrain field development

USA-based Occidental Petroleum Corp. (Oxy) and UAE-based Mubadala Development Co., through its business unit Mubadala Oil & Gas, have signed a development and production sharing agreement (DPSA) with the National Oil & Gas Authority of Bahrain (NOGA) for the development of the Bahrain field. Under this agreement, a joint operating company will be formed to serve as operator for the project under the DPSA. Oxy will hold a 48% interest in the DPSA, with Mubadala holding a 32% stake and a subsidiary of NOGA holding the remaining 20%. Development activities will commence immediately. Oil production from the field is expected to more than double to 75,000bpd within five years and grow to a peak level of more than 100,000bpd thereafter. Gas production capacity is expected to grow from the current level of 1.7 billion cu/ft per day under the field development plan.

2 Downstream oil & gas

2.1 Nigeria: refinery

ONGC Mittal Energy Ltd (OMEL) has got the nod from the Nigerian National Petroleum Corp. (NNPC) for its plan to set up a refinery in Nigeria. OMEL had committed to building a 1,80,000bpd refinery, a 2000MW power plant and a railway line connecting eastern and western Nigeria.

2.2 Sweden: LNG terminal contract

AGA Gas AB (Sundbyberg, Sweden) has awarded a USD 32.23 million contract to NCC Construction (Solna, Sweden) to build a LNG terminal, storage tanks and allied facilities. AGA Gas is a supplier of industrial gases and a part of Linde AG (Munich, Germany), a global industrial gas and engineering firm. AGA Gas plans to build the LNG terminal to import and distribute natural gas. The terminal, which will be the first of its kind in Sweden, will be located in Brunnsviksholme near the eastern port city of Nynashamn. The terminal will have a capacity of 300,000-400,000tpy and is expected to be complete by May 2011. Natural gas for the terminal will be sourced from a liquefaction plant in Stavanger, Norway, and Central Europe. The project will also consist of storage tanks, 38m in diameter and 33m in height, which can hold 20,000cum of natural gas. Cryo AB (Gothenburg, Sweden), part of Linde's engineering division, will design and execute the storage units. NCC Construction will complete the installation of tanks and construction of associated infrastructure for the storage facility by the first half of 2010. The contract also includes the development of a service complex, an access road connecting to Norviksvagen, and a vehicle bay for receiving LNG. A harbor has also been planned to allow docking of ships up to 9m in depth, 160m in length, and with a capacity of 50,000cum. A 100m bridge will connect the mainland to Brunnsviksholme.

2.3 Iran: LNG project

China-based Sinopec may take a 20% stake in Iran’s Persian LNG project. Mr Seyyed Reza Kasaeizadeh MD of the National Iranian Gas Export Co. (NIGEC) said that NIGEC is holding negotiations with Shell and Repsol as foreign partners in this regard and that the final decision will be made by 15 May 2009. He said that “NIGEC, Repsol and Shell currently have 50%, 25% and 25% shares in the project, adding that if the proposed plan is agreed on, the shares will be changed to 20%, 30% and 30% respectively.” The Persian LNG project consists of the development of phases 13 and 14 of the South Pars Gas field and construction of two LNG trains each with a capacity of 8.1 million tonnes per year. It also includes the construction of an LNG plant in Tombak port. The project is expected to cost USD 10 billion and the LNG plant is expected to be commissioned by 2012.

2.4 India: diesel hydrotreater

Hindustan Petroleum Corp. Ltd (HPCL) (Mumbai), an integrated oil refining and marketing firm, has awarded a contract to Jacobs Engineering Group Inc. for providing project management consultancy services for setting up a diesel hydrotreating (DHT) unit at HPCL's refinery in Mumbai. While the value of the contract has not yet been officially disclosed, the total cost of the project is estimated to be USD 650 million. The project is part of HPCL's initiatives to equip its refineries in Mumbai and Vishakhapatnam, Andhra Pradesh, with DHT facilities to adhere to the Auto Fuel Policy Euro-IV norms that will be enforced in all metropolitan regions by 2010. The facilities, each with a capacity of 2.2 million tons per year, will enable the production of gasoline and diesel according to Euro-IV specifications. Under the contract, JEC will undertake front-end engineering and design (FEED) activities and supervise the lump-sum turnkey contracting for installing the DHT facility at HPCL's refinery in Mumbai. The DHT units will reduce the sulfur content of the diesel to low levels of less than 500 parts per million (ppm), or ultra-low levels of less than 10ppm. It also enables cetane uplift and removal of polyaromatic hydrocarbons from diesel.

3 Power generation

3.1 China: waste heat energy recovery system

China Energy Recovery Inc. (China Energy Recovery) has received a RMB 12 million contract from Hubei Dongsheng Chemical Group Co. Ltd (Dongsheng Chemical) to design and manufacture a set of waste heat energy recovery system. This system is designed to generate 120tns of steam per hour. This is equal to around 24MW of heat energy generation capacity and will enable Dongsheng Chemical to reduce the cost of purchasing steam from outside sources to support facility operations. This is the second contract received within a one-month period for China Energy Recovery, the other being with the Yangfeng Group of RMB9.73 million in contract value announced on 7 April 2009. This project is expected to achieve an annual savings of around 52,000tns of coal (coal equivalent), which will otherwise be required to produce the same amount of power, and consequently the reduction of roughly 138,000tns of carbon dioxide emission from the burning of that coal each year.

3.2 Namibia and Angola: hydropower plant

Namibia and Angola are planning to build a joint USD 7 billion hydropower plant on a river that runs along their common border to generate 400MW of electricity. The construction of the project on the Kunene River is expected to begin by March 2010, and would be executed by Brazilian companies. The plant would be built on a 50/50 basis by the two nations in spite of the financial crisis.
 

3.3 USA: biomass-fueled cogeneration unit

Peregrine Energy Corp. (Peregrine Energy) is planning to develop a new woody biomass-fueled cogeneration plant at Sonoco’s Hartsville Manufacturing complex in South Carolina. Peregrine Energy will invest USD 135 million in the project. Peregrine Energy is planning to build and own a new 50MW capability facility that will be capable of generating enough electricity to power about 14,000 homes. The new biomass-fueled cogeneration facility will replace Sonoco’s present coal-fired boilers. Once the facility is operating, Peregrine Energy plans to sell the whole electrical output and all renewable energy certificates linked with the plant to Progress Energy Carolinas Inc., and low pressure steam from the plant to Sonoco for use in the manufacture of recycled paperboard and other converted products at its Hartsville complex. The proposed facility will sit on a 12- to 15-acre location within the Sonoco complex and will utilize emission control technologies that meet BACT (Best Achievable Control Technology) standards. It is expected that the application for the new facility’s air permit will be filed in May 2009. Upon issuance of the permit, major equipment, together with boiler, turbine generator, air pollution control components and fuel handling systems will be ordered. Construction activity is planned to start once the air permit is issued and it is anticipated that the facility will be commercially operational by the fall of 2012.

3.4 Pakistan: gas power plants

ProEnergy EPC Services (ProEnergy EPC) has secured an engineering, procurement and construction contract worth nearly USD 100 million for two natural gas-fired power plants in Pakistan. Engineering work on the projects will be subcontracted to EDG Engineers located in Tulsa, Oklahoma. Several parts for the power stations will be produced in Tulsa. Iqbal Z. Ahmed, chairman of Associated Group, Pakistani energy firm, stated that the two plants will together produce 160MW of electricity. David Walters, president of Walters Power International, stated that extra power stations are in different phases of discussion and development and are likely to augment the amount of awarded contracts to nearly USD 500 million and push the power output to about 750MW. 3.5 Bangladesh: power plant

A USD 470 million, 300MW integrated gas-to-power plant plant will be built in Dhaka with the help of a USD 350 million loan from the World Bank. The remaining funds would be supplied by the Bangladeshi government. Work on the plant has commenced and is expected to be completed by 2011. The project also includes an 11km 230kV power transmission line and a 60km gas pipeline.
 

3.6 China: ultra-supercritical project

North China Power Engineering Co. Ltd (Beijing), a subsidiary of the China Power Engineering Consultancy Corp. (Beijing), has won a bid to design the 2000MW Hui'an ultra-supercritical power project. A signing ceremony for the engineering service contract was held in Hui'an County of eastern China's Fujian province. The project will be located in Hounei Village in Xiaozuo Town of Hui'an County and is one of the key power projects of Fujian Provincial Coal Industry Group Corp. Ltd (Fujian Coal) (Fuzhou, Fujian). The project has a total planned capacity of 6000MW with reserved space for further expansion. Two 1000MW ultra supercritical coal-fired units, along with a 50,000tn coal port and an associated sea-water desalting project will be built in Phase I. A feasibility study report was approved in October 2008. The total investment of the project will be USD 3.94 billion, and the investment for Phase I will be USD 1.38 billion. As the owner of the project, Fujian Hui'an Quanhui Power Generation Co. Ltd (Quanzhou, Fujian) will be responsible for building and operating the project. Fujian Hui'an Quanhui is a project company jointly invested by Fujian Coal and Datang International Power Generation Co. Ltd (Beijing), the flagship company of China Datang Corp. (Beijing). According to the project schedule, Phase I will begin operation by the end of 2012.

3.7 Lithuania: combined-heat and power gas fired turbine

Iberdrola has signed a EUR 328 million contract to build a combined-heat and power gas fired turbine in Lithuania. Iberdrola will build a new 444MW unit by 2012. The tender was arranged by the European Bank of Reconstruction and Development, and the bidders for the project also included the Polish unit of Canada-based SNC Lavalin, Germany-based Siemens and the Swiss unit of France-based Alstom. Lietuvos Elektrine's current total capacity is 1800MW and it will become the major power supplier in the Baltic state after the shutdown of the ageing Ignalina nuclear power plant at end-2009.

3.8 Germany: hydropower plant

Schluchseewerk AG (Laufenburg) plans to invest USD 927 million to build a hydropower station in Germany's Black Forest region. The 1000MW Atdorf pumped-storage facility is scheduled to begin construction in 2014 with completion planned for 2019. Preliminary geotechnical studies were undertaken to prepare for the construction of the upper and lower storage basins, both of which will have storage capacities of 10 million cum. The machine cavern will be equipped with four reversible hydro turbines. The tunnel that connects the basins will have a length of about 5.5mi. The company expects to receive the first set of permits in January 2010.

4.1 China: UMG silicon project in Zhejiang

ProPower Renewable Energy Co. Ltd a China-based upgraded metallurgical grade silicon producer has recently began construction on a new UMG silicon project in the city of Shangyu in Zhejiang Province. The first phase of the project, with a total investment of CNY 130 million is scheduled to start operation in September this year. The project is expected to have 10 million tons of annual production capacity by December. In addition, the company plans to expand the project's production capacity to 50 million tons as part of the second phase of construction.

4.2 China: ethylene project in Shaanxi

Shaanxi Yanchang Petroleum (Group) Co. Ltd (SYPC) is planning to cooperate with China National Petroleum Corp. (CNPC) in the construction of a 1 million-metric-ton ethylene project with a total expected investment of USD 3.36 billion. The project will be built in Yan'an City in NW China's Shaanxi province. CNPC has signed the cooperation agreement with the government of Shaanxi province. Presently, the parties have jointly submitted the project application report to the National Reform and Development Commission and started the prefeasibility study report as well as other pre-stage preparations.

4.3 The Netherlands: carbon capture and storage test facility

NV Nuon will invest USD 53 million on a large-scale carbon capture and storage (CCS) test project at its Buggenum, Netherlands, power generation facility in the Limburg province. Construction of the project is expected to commence shortly and be ready for operations by the second half of 2010. The test installation is to be set up in five parts. Most of the components will be transported to the site by water and then assembled in Buggenum. A building contract has already been signed with SPIE Controlec BV. The project has been issued with all the necessary permits. The test project is expected to last for two years and will help Nuon gain useful knowledge and experience before setting up a large-scale CCS plant at its proposed coal-based power project, Nuon Magnum, in Eemshaven near Groningen, Netherlands.

5 Other projects

5.1 Malaysia: stainless Bahru plant

The ceremony to lay the foundation stone of the future factory Stainless Bahru took place on 16 March 2009 took place in Johor Bahru, Malaysia. Stainless Bahru is a subsidiary of Grupo Acerinox, which has also participated in Nisshin Steel and Metal One. The project in its final stage will be an integrated stainless steel mill with a capacity of 1 million tonnes in steel capacity of 600,000tns of cold rolling. The final investment is USD 1500 million. The first phase of the investment worth USD 320 million, which now begins construction, is a cold rolling mill and finishing with a first cold rolling lines and Sendzimir process. The workshop will begin its operation finished this year while the cold rolling mill will do at the end of 2010.

5.2 China: nickel project in Luoyuan

Fujian Desheng Nickel Industry Co. Ltd will soon finish the first phase of its nickel project in Luoyuan, Fujian. In the first phase, the company spent CNY 2.5 billion importing technologies in GOR convertor and nickel alloy lines from Ukraine National Titanium Designing lnstitute which fulfilled the blanket of producing nickel alloy in Fujian. The project is planed to realize an annual production value of over CNY 30 billion by yielding over 2 million tonnes of stainless steel and 2 million tonnes of nickel alloy per year. Near the building place of the nickel project, over USD 100 million invested Yixin Steel project had been put into operation, and already realized production value of CNY 2.24 billion in 2008. It’s still in Luoyuan that Fujian Yuxing Industry Co. Ltd started production in its newly found CNY 1.57 billion quality coated plate processing plant in end 2008, whose sales revenue will amount to CNY 5.1 billion. In addition, Fujian Sanxing Steel eyed the trial production of its 1st high-speed wire rod line recently. The line belongs to the mill's special steel project in Luoyuan which will create yearly production value of CNY 2 billion.

5.3 Cuba: ferronickel plant

Cuba will proceed with plans to build a ferronickel plant with its ally Venezuela. The communist-run island is one the world's biggest producers of nickel and cobalt. The new USD 600 million ferronickel plant will be located in Las Camariocas, in Cuba's eastern province of Holguin where the island's nickel industry is based.
